On Tuesday, 16 April 2024, President Bola Tinubu inaugurated a steering committee on the implementation of the proposed National Single Window Project, a trade facilitation idea enabling international traders to provide required information through a single agency.
The committee includes representatives from the Federal Ministry of Finance, Federal Ministry of Transportation, Federal Ministry of Trade and Investment, Federal Inland Revenue Service, Nigerian Customs Service, Nigerian Sovereign Investment Authority, Central Bank of Nigeria, National Agency for Food and Drug Administration and Control, Standards Organisation of Nigeria, Nigerian Maritime Administration on Safety Agency, and the Presidential Enabling Business Environment Council.
A Single Window Trade System (SWTS) is a trade facilitation concept that streamlines and simplifies international trade procedures by providing a single point of access for traders to submit all necessary information and documents required for importing or exporting goods. Instead of dealing with multiple agencies and entities separately, traders can submit all required information through a single electronic platform or interface.
The SWTS then coordinates the processing of this information among various government agencies involved in trade, such as customs, regulatory authorities, and other relevant departments. This system aims to reduce duplication of efforts, enhance transparency, improve efficiency, and expedite the clearance of goods across borders.
The National Single Window Project aims to streamline cargo clearance processes, targeting a clearance timeline of 24 hours, while also facilitating increased intra-African trade by establishing connections with other African countries. Leveraging technology, the initiative seeks to diminish bureaucratic hurdles and corruption in the industry by minimizing human interaction. Central to the project is data harmonization, which will mitigate information disparities and eliminate data duplication, thus enhancing efficiency.
Furthermore, the project intends to combat tax revenue leakage through the creation of a centralized database for streamlined auditing and identification of tax evaders. Ultimately, the project is expected to reduce import-related costs, such as demurrage, leading to lower prices of goods and services for consumers.
Despite the potential benefits of the national single window system, there are concerns around its effective implementation, given previous unsuccessful attempts by the Federal Government to streamline port processes. Muda Yusuf, Founder and CEO of the Centre for Promotion of Private Enterprise, noted that the single window project had been under discussion for approximately 10 years, but there was a lack of political will for implementation due to resistance from individuals benefiting from the existing system.
However, Yusuf expressed optimism that the current administration is committed to seeing the project through. In our opinion, the successful implementation of this project by the government could be a transformative development for the industry.
